2009 Rules/Bylaws Now Available

The 2009 SAFL Bylaws, Constitution, and Rules of Play are available for download. Please note, the SAFL will not be printing booklets for distribution; you are free to make as many printed copies as needed.  The SAFL Board also published interpretations, points of emphasis, and guidelines for the 2009 season:

Interpretations:

1. The offensive line of scrimmage must conform to NCAA and MIAA rules. Five players numbered 50 through 79 must be on the line of scrimmage.  Also, by SAFL rule the players occupying the ends of the line must be unrestricted players and therefore not be numbered 50 through 79. The snapper may occupy any position on the interior line and need not be at the center. Thus the offensive line of scrimmage must be occupied by seven players.

2. Definition of: “Heads up, head up, head to head” - When any part of Team B player’s frame is within Team A player’s frame, those players are “head up”. A player’s frame is the width from shoulder to shoulder.
 

Points of Emphasis:

1. There are to be no kickoffs in the Peewee division. No exceptions. Coaches may not negotiate to allowPeewee kickoffs.

2.There is no blitzing in the Peewee division. No exceptions. Coaches may not negotiate to allow blitzing.
 

Guidelines:

 1. Scoring Differential (Mercy Rule): When the scoring differential exceeds 24 points, the team with the greater score should adhere to the following guidelines:

1. On offense, execute only running plays between the tackles;
2. On defense, only the defensive linemen (including the defensive ends) should cross the neutral zone.

2. Officiating: In the event that less than three officials are present for a game, the two participating organizations can agree to provide one volunteer on each sideline to assist the game officials in judging out-of-bounds. The volunteers are under the direction and control of the referee.
 

 


 

 

 

 

 

 

EMERGENCY MEDICAL PERSONNEL

The league requires that the home team provide for on-field emergency medical personnel (at a minimum medical proficiency of Certified EMT) at each regularly scheduled varsity, junior varsity, and Pee Wee game. Failure to comply will result in cancellation of the game and the home team forfeiting. A second offense will result in the organization being suspended from the league until the requirements are met.
